Trafficking (under the Helms-Burton Act)

Definition

Under the LIBERTAD Act, knowingly and intentionally using, benefiting from, or engaging in transactions involving property that was confiscated by the Cuban government from U.S. nationals.

Examples

  • Cuban government instrumentalities that operate businesses on confiscated property — such as ports, airports, and offices — are alleged to be trafficking in that property
